Kero from Cardcaptor Sakura.

Height approx 9.5in.  
Has a button on the chest and says various phrases.  It still works!  (I don't know what type of battery it takes, though - the internal box is slightly difficult to remove, so I didn't check.)

In good condition.
Kept in a smoke free home free from free-roaming pets.
