Collectible Maybe???

The ball has random streaks of color on the white part, but works like new. The Bulbasaur's paint is chipping, but that seems to be normal for this particular toy. They did not come together, so I have no idea why the Bulbasaur has a metal loop on its head or a hole in its bottom. Is this rare? I have no clue. Open to offers.
